मुंबई के कांदिवली पश्चिम में रविवार (5 जुलाई) को कुछ ही समय के अंतराल में डूबने की दो अलग-अलग घटनाएं सामने आईं। पहली घटना एमजी क्रॉस रोड नंबर-4 स्थित एक कुएं में हुई, जहां 16 वर्षीय किशोर की मौत हो गई। वहीं दूसरी घटना चारकोप गांव के डिंगेश्वर तालाब में हुई, जहां 17 वर्षीय किशोर के डूबने के बाद उसकी तलाश के लिए फायर ब्रिगेड के साथ राष्ट्रीय आपदा मोचन बल (NDRF) को भी बुलाया गया।
लगातार बारिश के बीच हुई इन दोनों घटनाओं ने इलाके में चिंता बढ़ा दी है।

बीएमसी के मुंबई फायर ब्रिगेड (MFB) कंट्रोल के अनुसार पहली घटना 5 जुलाई दोपहर करीब 1:47 बजे कांदिवली पश्चिम के सागवाड़ी चॉल के पीछे, एमजी क्रॉस रोड नंबर-4 स्थित मकागो होटल के पास एक कुएं में हुई।
जानकारी के मुताबिक करीब 16 वर्षीय किशोर कुएं में डूब गया था। सूचना मिलते ही मुंबई फायर ब्रिगेड, पुलिस और 108 एम्बुलेंस मौके पर पहुंची।
रेस्क्यू ऑपरेशन के दौरान दमकल कर्मियों ने रस्सी और पहली मंजिल तक पहुंचने वाली सीढ़ी (First Floor Ladder) की मदद से किशोर को कुएं से बाहर निकाला। इसके बाद उसे तत्काल निजी निधि अस्पताल ले जाया गया।
हालांकि अस्पताल के रेजिडेंट मेडिकल ऑफिसर (RMO) डॉ. अमित पाटिल ने किशोर प्रीत संदीप गानवे (16) को अस्पताल पहुंचने से पहले ही मृत घोषित कर दिया।
डिंगेश्वर तालाब में 17 वर्षीय किशोर के डूबने के बाद चला सर्च ऑपरेशन
उसी दिन दोपहर करीब 2:18 बजे कांदीवली पश्चिम के चारकोप गांव स्थित डिंगेश्वर तालाब के पास दूसरी डूबने की घटना सामने आई।
फायर ब्रिगेड को सूचना मिली कि लगभग 17 वर्षीय किशोर तालाब में डूब गया है।
NDRF को भी बुलाया गया
मुंबई फायर ब्रिगेड ने तत्काल सर्च ऑपरेशन शुरू किया। घटना की गंभीरता को देखते हुए फायर ब्रिगेड के अनुरोध पर NDRF की टीम भी मौके पर भेजी गई।
घटना के समय तक उपलब्ध जानकारी के अनुसार किशोर की तलाश जारी थी। अधिकारियों ने कहा कि विस्तृत जानकारी रेस्क्यू ऑपरेशन पूरा होने के बाद ही सामने आएगी।

मुंबई: भारी बारिश के कारण बृहन्मुंबई महानगरपालिका (BMC) द्वारा मुंबई की सभी निजी और सरकारी स्कूलों में छुट्टी घोषित किए जाने के बावजूद कांदिवली पश्चिम स्थित कपोल विद्यानिधि इंटरनेशनल स्कूल का प्राथमिक विभाग दोपहर सत्र में खुला रहने का मामला सामने आया है। इस घटना के बाद शिक्षा विभाग ने स्कूल को नोटिस जारी कर लिखित स्पष्टीकरण मांगा है।
मंगलवार को मुंबई में लगातार तेज बारिश हो रही थी। मौसम विभाग की चेतावनी और संभावित भारी वर्षा को देखते हुए BMC ने शहर की सभी स्कूलों में अवकाश घोषित किया था। इसके लिए आधिकारिक परिपत्र भी जारी किया गया था।

जानकारी के अनुसार, कांदिवली पश्चिम के महावीर नगर में स्थित कपोल विद्यानिधि इंटरनेशनल स्कूल ने अपने दोपहर सत्र के प्राथमिक विभाग की कक्षाएं जारी रखीं। स्कूल बसें भी चलती रहीं और अभिभावकों को बच्चों को बारिश के बीच स्कूल छोड़ने जाना पड़ा।
स्थानीय अभिभावकों के बीच इसे लेकर नाराजगी देखी गई। उनका कहना था कि जब पूरे मुंबई में स्कूल बंद रखने का आदेश था, तब बच्चों को स्कूल बुलाना जोखिम भरा था।
शिक्षा विभाग को मिली शिकायत
पश्चिम विभाग के शिक्षा निरीक्षक संजय जावीरे ने बताया कि BMC का परिपत्र सभी स्कूलों को भेजा गया था। इसके बावजूद कांदिवली की इस स्कूल के दोपहर सत्र के चालू रहने की शिकायत विभाग को मिली। शिकायत मिलने के बाद अधिकारियों ने स्कूल प्रशासन से संपर्क किया।
स्कूल प्रबंधन ने विभाग को बताया कि सुबह का माध्यमिक विभाग बंद रखा गया था, लेकिन कुछ अभिभावकों ने ऑरेंज अलर्ट के बावजूद प्राथमिक विभाग की कक्षाएं जारी रखने का अनुरोध किया था। इसी कारण स्कूल खोला गया।
हालांकि शिक्षा विभाग के फोन के बाद दोपहर लगभग 1.30 बजे स्कूल ने कक्षाएं बंद कर बच्चों को घर भेज दिया।
सरकारी आदेश का पालन जरूरी: शिक्षा विभाग
जब शिक्षा निरीक्षक से पूछा गया कि क्या अभिभावकों के अनुरोध पर सरकारी परिपत्र के बावजूद स्कूल चालू रखा जा सकता है, तो उन्होंने स्पष्ट कहा कि सरकारी आदेश का पालन करना अनिवार्य है। इसी वजह से बाद में बच्चों को छुट्टी दी गई।
उन्होंने यह भी बताया कि स्कूल को नोटिस जारी कर लिखित जवाब मांगा गया है। विभाग अब यह जांच करेगा कि BMC के आदेश के बावजूद स्कूल क्यों चालू रखा गया।

कल्याण। ठाणे, मुंबई, नवी मुंबई और कल्याण-डोंबिवली में पिछले दो दिनों से हो रही तेज बारिश और आंधी के बीच निर्माण स्थलों पर लगाए जाने वाले 16 फीट ऊंचे टीन के सुरक्षा घेरों को लेकर नया विवाद खड़ा हो गया है। कई जगह तेज हवा के कारण ये भारी टीन शेड गिर गए, जिससे पैदल चलने वाले लोग घायल हुए और वाहनों को भी नुकसान पहुंचा। अब कल्याण-डोंबिवली के बिल्डरों ने राज्य सरकार से इस नियम में बदलाव की मांग की है।
निर्माण स्थल पर 16 फीट ऊंचा घेरा लगाना है अनिवार्य
वर्तमान निर्माण नियमों के अनुसार, किसी भी इमारत का काम शुरू करने से पहले पूरे भूखंड के चारों ओर करीब 16 फीट ऊंचा टीन का सुरक्षा घेरा लगाना अनिवार्य है। इसका उद्देश्य निर्माण स्थल से उड़ने वाली धूल, मिट्टी और निर्माण सामग्री को बाहर फैलने से रोकना तथा आसपास रहने वाले लोगों और राहगीरों की सुरक्षा सुनिश्चित करना है।
यदि बिल्डर इस नियम का पालन नहीं करता तो स्थानीय नगर निगम या नगर नियोजन प्राधिकरण निर्माण अनुमति देने से इनकार कर सकता है या कार्रवाई कर सकता है।
बिल्डरों का कहना है कि पिछले दो दिनों में तेज हवा और मूसलाधार बारिश के कारण कल्याण, डोंबिवली, ठाणे, मुंबई और नवी मुंबई के कई निर्माण स्थलों पर लगे 16 फीट ऊंचे टीन शेड गिर गए। कुछ स्थानों पर राहगीर घायल हुए, जबकि कई वाहनों को नुकसान पहुंचा।

सरकार से नियम में बदलाव की मांग
बिल्डरों ने राज्य सरकार और संबंधित निर्माण प्राधिकरणों से मांग की है कि 16 फीट ऊंचे टीन शेड की अनिवार्यता समाप्त कर छह से आठ फीट ऊंचा टीन लगाया जाए। इसके ऊपर हरे रंग की मजबूत जाली लगाने की अनुमति दी जाए, जिससे सुरक्षा भी बनी रहे और तेज हवा में बड़े हादसों का खतरा भी कम हो।
उनका कहना है कि इससे निर्माण स्थल भी सुरक्षित रहेगा और आसपास रहने वाले लोगों तथा राहगीरों की जान को भी कम खतरा होगा।
निर्माण अनुमति के लिए जरूरी है वर्तमान नियम
बिल्डरों के अनुसार, निर्माण प्रस्ताव को मंजूरी दिलाने के लिए उन्हें पहले पूरे भूखंड के चारों ओर 16 फीट ऊंचा टीन और लोहे का ढांचा लगाना पड़ता है। नियम का पालन नहीं करने पर निर्माण अनुमति मिलने में परेशानी आती है। इसलिए मजबूरी में यह व्यवस्था करनी पड़ती है, जबकि खराब मौसम में यही ढांचा जोखिम पैदा कर देता है।

प्राप्त जानकारी के अनुसार, निकारागुआ के झंडे वाला MT अल जफजिया उस समय एंकर पर खड़ा था, लेकिन खराब मौसम के कारण उसकी एंकर चेन टूट गई या अलग हो गई। इसके बाद जहाज समुद्र की तेज धाराओं और हवाओं के प्रभाव में बहता हुआ मनोरी द्वीप के करीब पहुंच गया और लगभग एक किलोमीटर दूर उथले हिस्से में जाकर फंस गया।
अधिकारियों का कहना है कि जहाज पर उस समय कोई क्रू मौजूद नहीं था। यही वजह रही कि घटना की सूचना मिलने के बाद सुरक्षा एजेंसियों ने अतिरिक्त सतर्कता बरती और आसपास के समुद्री क्षेत्र की निगरानी बढ़ा दी।

इस घटना के साथ ही दो अन्य विदेशी टैंकरों के भी खराब मौसम के कारण अपनी निर्धारित स्थिति से खिसकने की जानकारी सामने आई। इनमें शामिल हैं:

बताया गया कि दोनों जहाज मनोरी द्वीप से लगभग 11 नॉटिकल मील (करीब 20.3 किलोमीटर) की दूरी तक बहकर आ गए। हालांकि बाद में वे एंकर पर स्थिर हो गए और उनके क्रू को सुरक्षित बताया गया है।
गोराई और मनोरी क्षेत्र के मछुआरे समुद्र की गतिविधियों पर लगातार नजर रखते हैं। जब उन्होंने बड़े आकार के विदेशी जहाज को तट के असामान्य रूप से करीब देखा, तो उन्हें आशंका हुई कि जहाज नियंत्रण खो चुका है। इसके बाद उन्होंने तुरंत गोराई पुलिस को सूचना दी।

ICGS सम्राट को भेजा गया मौके पर
कोस्ट गार्ड के एक अधिकारी ने बताया कि उन्हें DG शिपिंग से खराब मौसम के कारण तीन जहाजों के बहने की सूचना मिली थी। इसके बाद उस क्षेत्र में मौजूद ICGS सम्राट को स्थिति का आकलन करने और आवश्यक सहायता प्रदान करने के लिए भेजा गया।
साथ ही ETV वॉटर लिली नामक सहायता पोत को भी तैयार रहने के लिए कहा गया, ताकि जरूरत पड़ने पर जहाजों को खींचकर सुरक्षित स्थान तक ले जाया जा सके।
घटना के बाद मनोरी और गोराई तट के आसपास निगरानी बढ़ा दी गई है। स्थानीय प्रशासन ने मछुआरों और छोटी नावों को सतर्क रहने की सलाह दी है। समुद्र में अनावश्यक रूप से आगे जाने से बचने को कहा गया है, खासकर तब जब मौसम विभाग तेज हवाओं और ऊंची लहरों की चेतावनी जारी करता है।
