किसकी है जवाबदेही?
इस विषय पर जब चर्चा करने के लिए पत्रकार, डीआरएम मुंबई मंडल हिरेश मीना से मिलना चाहा, तो मीना ने मिलने से मना करते हुए बहाना बना दिया। कहा, कि जीएम का आदेश है कि पत्रकारों को केवल पीआरओ ही जबाब देंगे। जबकि पीआराओ का काम सिर्फ विशेष एनाउंसमेंट के लिए होता है। जबकि सुरक्षा को लेकर डीआरएम की जवाबदेही होती है। उन्हें पता था कि पत्रकारों के सवालों का वो जवाब नहीं दे पाएंगे। इसी लिए उन्होंने पहले से पीआराओ का हवाला देते हुए अपने कर्तव्यों से पीछा छुड़ा लिया। जबकि ऐसे अधिकारी को पद से बेदखल कर देना चाहिए।
मीना के आते ही कर्मचारी हुए लापरवाह
और अधिक जानकारी देते हुए बता दें, कि जब से हिरेश मीना ने डीआरएम का पद भार संभाला है तब से मुंबई मंडल के रेलकर्मी लापरवाह और निष्क्रिय हो गए हैं। क्योंकि डीआरएम मीना खुद लापरवाह और निष्क्रिय है। आगे बता दे कि कल्याण स्टेशन पर कुछ दिनों से मेल एक्सप्रेस गाड़ियों के आवागमन की घोषणा ठीक से नही की जाती है और मेल गाड़ियों को प्लेटफार्म नंबर 4 और 5 पर लेने का निर्णय लिया था जो गाड़ी कसारा की ओर से आएगी और जो गाड़ी कर्जत की ओर ओर से आएगी उसको प्लेटफार्म नंबर 6 और 7 पर लिया जाएगा। जिसका पालन नही हो रहा है।
बिना अनाउंसमेंट के गाड़ी प्लेटफार्म पर आ जाती है। जब गाड़ी प्लेटफॉर्म पर पहुंच जाए, उसके बाद अनाउंस किया जाता है, कि फलां गाड़ी फलां प्लेटफॉर्म पर आ चुकी है। तो जान लो यात्रियों की कैसी भगदड़ होती होगी? कल्याण का स्टेशन मास्टर राधे कृष्ण मीना की लापरवाही से कसारा की ओर से आने वाली पंचबटी एक्सप्रेस को कभी 6 तो कभी 5 नंबर प्लेटफार्म पर लिया जाता है। जिसके कारण यात्री प्लेटफार्म से कूदकर रेलवे लाइन पटरी पर से गाड़ी पकड़ते है।
क्या है सवाल?

रेलवे का दुर्भाग्य
इसी विषय पर चर्चा करने के लिए डीआरएम हिरेश मीना से मिलकर यात्रियों को नया जीवन देने के लिए पत्रकार ने समय मांगा था। पर हिरेश मीना के पास समय नही है वह अपने कैबिन में कौन सी मीटिंग करता है? ये किसी को मालूम ही नही। अपने कैबिन में आरपीएफ को बैठा रखा है अपनी सुरक्षा के लिए। अब अंदर की जानकारी कौन देगा? दुर्भाग्य है, कि ऐसे डीआरएम आते रहेंगे तो रेलवे का बंटाधार ही होगा।
मुंबई: दक्षिण मुंबई में अवैध निर्माण से प्रभावित इमारतों के पुनर्विकास के दौरान और म्हाडा के मुंबई भवन मरम्मत एवं पुनर्निर्माण मंडल द्वारा तैयार की गई व्यापक सूची के तहत फर्जी दस्तावेजों के आधार पर मकान बेचे जा रहे हैं। कई बार मूल किरायेदार अपने असली मकान से वंचित रह जाते हैं। इस गंभीर मामले को ध्यान में रखते हुए, म्हाडा ने अब इन अनियमितताओं पर लगाम लगाने के लिए अवैध निर्माण से प्रभावित इमारतों के साथ-साथ ट्रांजिट कैंप के निवासियों का भी बायोमेट्रिक सर्वेक्षण कराने का निर्णय लिया है।
सर्वेक्षण में हुइ देरी

पात्रता में गडबडी
आप को बता दें कि अत्यधिक खतरनाक या ढह गई इमारतों के निवासियों को पुनर्वास बोर्ड द्वारा संक्रमणकालीन शिविरों में स्थानांतरित कर दिया जाता है। चूंकि सभी इमारतें खतरनाक हैं, इसलिए अब नई पुनर्विकास नीति के तहत इन इमारतों के पुनर्विकास में तेजी लाने के प्रयास किए जा रहे हैं। ऐसी स्थिति में, प्रभावित इमारतों के निवासियों की पात्रता निर्धारित करने में कई त्रुटियां पाई जाती हैं, और पात्रता निर्धारित करने में अनियमितताएं भी होती हैं।
इसी वजह से लगातार आरोप लग रहे हैं कि पुनर्विकास के तहत घरों को तोड़ा जा रहा है। वहीं, अत्यधिक खतरनाक या ढह गई इमारतों में संक्रमणकालीन शिविरों में स्थानांतरित किए गए निवासियों के मूल भवनों का किसी कारणवश पुनर्विकास नहीं किया जा सकता है। उन निवासियों की एक विस्तृत सूची तैयार की जाती है और पुनर्वास बोर्ड द्वारा निवासियों को घर वितरित किए जाते हैं।
म्हाडा की वेबसाइट से मिलेगी जानकारी
इन निवासियों को पुनर्विकास के माध्यम से मरम्मत बोर्ड के पास उपलब्ध आवासो के भंडार से आवास प्रदान किए जाते हैं। हालॉकि, यह भी देखा गया है कि इस व्यापक सूची में शामिल आवासों को तोड़ा जा रहा है। इसी पृष्ठभूमि में, लगभग 13,091 उपकरित घरों के निवासियों और पारगमन शिविरों के निवासियों का बायोमेट्रिक सर्वेक्षण कराने का निर्णय लिया गया है। बायोमेट्रिक सर्वेक्षण सहित पात्रता निर्धारण की पूरी प्रक्रिया कम्प्यूटरीकृत की जाएगी। भवनों की जानकारी भी कम्यूटरीकृत रूप से एकत्रित करके म्हाडा की वेबसाइट पर अपलोड की जाएगी। पात्र निवासियों की सूची भी वेबसाइट पर उपलब्ध कराई जाएगी। MHADA: 13 thousand 91 buildings will be biometrically surveyed
अधिकारियों ने क्या कहा?
2024 में उपकरित भवनों का बायोमेट्रिक सर्वेक्षण कराने का निर्णय लिया गया था। हालॉकि, यह निर्णय अभी तक लागू नहीं हुआ है। लेकिन अब, सुधार बोर्ड के अधिकारियों ने बताया कि बायोमेट्रिक सर्वक्षण का काम शुरू किया जाएगा। इस काम के लिए एक निजी संस्था की नियुक्ति की जाएगी और अगस्त में इसके लिए निविदाएँ जारी की जाएँगी। नियुक्ति प्रक्रिया पूरी होने के बाद, वास्तविक बायोमेट्रिक सर्वेक्षण शुरू किया जाएगा।
