1.47 करोड़ रुपये की लूट करने वाला मुंबई और पुष्कर में भिखारी बन कर पुलिस को चकमा दे रहा था। राजस्थान पुलिस ने इसकी गिरफ्तारी पर 15 हजार रूपये की इनामी घोषणा की थी। जिसके खिलाफ दर्जनों अपराधिक मामलों के साथ हत्या के भी आरोप दर्ज है।

नितिन तोरस्कर (मंत्रालय प्रतिनिधि) मुम्बई- महाराष्ट्र चुनाव के नतीजे सभी के सामने है। महाराष्ट्र में अब मुख्यमंत्री कौन होगा? इसको लेकर भी बैठकों का दौर शुरू हो गया है। महाराष्ट्र में अगला सीएम देवेंद्र फणडवीस होंगे या फिर से एक बार दोबारा एकनाथ शिंदे शपथ लेंगे ? ये आज शाम तक साफ हो जाने वाला है। लेकिन महाराष्ट्र में इस बार चुनाव लड़ने वाले 4,136 उम्मीदवारों में से 3,515 यानी 85 प्रतिशत उम्मीदवारों की जमानत राशि जब्त हो गई है। क्योंकि वह चुनाव आयोग द्वारा निर्धारित न्यूनतम वोट अपने लिए हासिल करने में असफल रहे हैं। कुल मिलाकर चुनाव आयोग को जब्त जमानत राशि से 3.5 करोड़ रूपए की कमाई हो गई है, जो पिछले 10 सालों में सबसे ज्यादा है।
2014 के चुनाव की बात करें तो 4, 119 उम्मीदवारों ने चुनाव लड़ा और 3, 422 यानी 83.1 प्रतिशत उम्मीदवारों की जमानत राशि जब्त हो गई थी। जो 3.4 करोड़ रुपए थी। 2019 में 3, 237 उम्मीदवारों में से 80.5 प्रतिशत उम्मीदवारों ने अपनी जमानत राशि खोई थी, जिसके कारण आयोग को 2.6 करोड़ रुपए की कमाई हुई थी। जन प्रतिनिधित्व अधिनियम, 1951 के तहत यदि कोई उम्मीदवार अपने निर्वाचन क्षेत्र में डाले गए कुल वैध मतों का कम से कम छठा हिस्सा प्राप्त करने में विफल रहता है, तो उसकी जमानत राशि जब्त कर ली जाती है। प्रत्येक विधानसभा चुनाव में उम्मीदवार को 10,000 रुपए की जमानत राशि जमा करनी होती है। जबकि अनुसूचित जाति और अनुसूचित जनजाति के उम्मीदवारों को ₹5,000 रुपए जमा करने होते हैं।
महाराष्ट्र में किसको हुआ सबसे ज्यादा नुकसान?
दो प्रमुख गठबंधनों में से, महाविकास अघाड़ी (MVA) को सबसे बड़ा नुकसान हुआ है। जिसमें 22 सीटों पर जमानत राशि जब्त हो गई। कांग्रेस ने 9 सीटों पर जमानत राशि खो दी है। शिवसेना (UBT) ने 8 सीटों पर और एनसीपी शरद पवार गुट के 3 सीटों पर जमानत राशि को दी। किसान और मजदूर पार्टी, जो MVA का हिस्सा है उस की 2 सीटों पर जमानत राशि जप्त हो गई।
कहां हुआ सबसे ज्यादा फायदा
महाराष्ट्र में चुनाव आयोग को सबसे ज्यादा फायदा कहां हुआ है यह भी आपको हम बता देना चाहते हैं। जमानत जप्त के मामले में नासिक जिले के बड़े खिलाड़ियों के बीच सबसे अधिक पैसों का फायदा हुआ है। यहां शिवसेना (UBT) की 2 सीटों पर, कांग्रेस की 3 सीटों पर और एनसीपी शरद पवार गुट की 1 सीट पर जमानत राशि जब्त हुई है। छोटे दलों और निर्दलीय उम्मीदवारों के मामले में मुंबई उपनगर में 261 और पुणे में 260 उम्मीदवारों की जमानत राशि जब्त की गई है।
भाजपा उम्मीदवारों की जमानत का क्या रहा?
महाराष्ट्र में किसी भी भाजपा उम्मीदवार की जमानत राशि जब्त नहीं हुई है। हालांकि, महायोधी के घटक दल एकनाथ शिंदे की शिवसेना के एक उम्मीदवार ने विदर्भ के दर्यापुर (अमरावती जिला) में अपनी जमानत राशि खो दी है और अजित पवार के नेतृत्व वाली एनसीपी ने महाराष्ट्र में 5 सीटों पर जमानत राशि खो दी। उसी जिले के मोर्शी निर्वाचन क्षेत्र में एक अनोखी स्थिति देखी गई, जहां एनसीपी के दोनों गुटों ने अपनी जमानत राशि खो दी है। कड़े मुकाबले में, भाजपा के उमेश यावलकर ने 99,683 वोट हासिल किए, जबकि एनसीपी के देवेंद्र भुयार और एनसीपी शरद पवार गुट के गिरीश कराले क्रमशः सिर्फ 34,695 और 31,843 वोट ही हासिल कर सके, जो अनिवार्य सीमा से कम था।
राज ठाकरे के सभी उम्मीदवार हुए फैल
अन्य छोटे दलों के भी कई उम्मीदवारों की जमानत राशि जब्त हुई। जिनमें VBA, BSP और MNS ने राज्यभर में लगभग सभी सीटों पर जमानत राशि खो दी है। एक अपवाद था कि MNS के अमित ठाकरे, जिन्होंने महिम निर्वाचन क्षेत्र में हारने के बावजूद न्यूनतम सीमा को पार कर लिया था। नागपुर दक्षिण पश्चिम में देवेंद्र फडणवीस के खिलाफ चुनाव लड़ने वाले निर्दलीय उम्मीदवार सचिन वाघाडे, जिन्होंने अपनी जमानत राशि खो दी पर उन्होंने कहा कि चुनाव लड़ना हमारा संवैधानिक अधिकार है और हम इसमें भाग लेते हैं, क्योंकि हम अभी भी लोकतंत्र और लोकतांत्रिक प्रक्रिया में विश्वास करते हैं। जबकि मैं चुनाव आयोग की निष्पक्षता सुनिश्चित करने और फर्जी उम्मीदवारों को रोकने की आवश्यकता को समझता हूं। लेकिन मेरा मानना है कि पूरी जमानत जब्त करने के बजाय, 25% राशि को बरकरार रखा जाना चाहिए।
